From today (1 July, 2026), more CPV reforms take effect. 

These build on reforms already introduced throughout 2025 and 2026, including higher penalties for some fare-related offences, mandatory QR codes in CPVs and strengthened rules about driver and Booking Service Provider (BSP) affiliation.   

For all drivers, please make sure you update your BSP affiliation details in the ST Vic user portal by 1 September 2026. 

For unbooked CPV drivers and vehicle owners, please note that new camera and audio recording requirements apply from 1 July. 

 Changes to camera standards for unbooked CPVs include: 

  • Audio recording – Unbooked CPVs that are required to have approved CPV security cameras must also meet audio recording requirements. 
  • Footage retention – approved CPV security camera footage must be retained for 14 days. This is an increase from the previous 72-hour requirement.   
  • Image quality – Cameras must record video at a minimum resolution of 480 TVL.
  • Access to recordings – BSPs may be able to access camera/audio recordings for prescribed purposes, subject to data management and privacy requirements.  

Before making final changes to equipment or systems, vehicle owners should read the minimum standards. ST Vic will be providing further implementation guidance on July 10. The guidance will explain what drivers, vehicle owners and BSPs need to do to comply with the updated requirements. Not every requirement applies to every driver, vehicle owner or BSP. 

Reminder: Dashcams are not approved CPV security cameras and must not be used for this purpose. 

As of July 1, all CPV drivers must: 

  • update BSP affiliation details by 1 September 2026  
  • keep affiliation details up to date when applying, renewing or if circumstances change  
  • only display signage for a BSP they are associated with  
  • display the required QR code, unless using an approved digital pathway  

As of July 1, all BSPs  must:

Take reasonable steps to ensure their associated drivers display the required QR code. 

They should also read the camera/audio guidance carefully, once published on July 10. BSP access to camera and audio recordings is limited to prescribed purposes and subject to data management safeguards. 

What’s next:

From 1 August 2026, further changes will commence, including: 

  • a new service refusal offence for unbooked CPV services  
  • expanded notifiable incident reporting.  

Further guidance on these changes will be provided before 1 August.
