Safe Transport Victoria has published the implementation guide for CPV camera and audio requirements.
The guide supports the Minimum Standards that commenced on 1 July 2026 and explains what BSPs, drivers and vehicle owners need to do to comply.
The following changes apply if you drive a taxi providing unbooked services:
- Audio recording – unbooked CPVs must use an approved security camera system that records both audio and video.
- Footage retention – recordings must be retained for at least 14 days, increased from 72 hours.
- Video resolution – approved security camera systems must record video at a minimum resolution of 480 TVL.
- Passenger notification signage – signage must be displayed in the vehicle to advise passengers that video and audio may be recorded.
- Access to recordings – recordings may only be accessed by approved people and for authorised purposes.
What you need to do

| Driver or vehicle owner of a booked vehicle (booked via phone or app) | There’s nothing you need to do. If you only provide booked services (such as rideshare or pre-booked trips), the new mandatory camera and audio requirements do not apply to you. |
Access to recordings
BSP access to security camera and audio recordings is limited.
Only a registered Designated Person may access recordings, and only for an Authorised Purpose. This may include responding to a request from Victoria Police or ST Vic, investigating complaints, or undertaking approved system testing and maintenance.
BSPs must also maintain records each time security camera data is accessed.
Registering a Designated Person with ST Vic
BSPs that wish to access and download security camera data for an Authorised Purpose must first register an employee as a Designated Person with Safe Transport Victoria. From 10 August 2026, you will be able to register your Designated Person with ST Vic, and we will send out further guidance on this. In the meantime, we encourage you to familiarise yourself with the Designated Person requirements.
