From today (1 October 2026), Safe Transport Victoria operates as a division of the Department of Transport and Planning (DTP).

The move brings Safe Transport Victoria into the department responsible for Victoria’s transport system, giving the team access to DTP’s corporate, governance and systems support while we continue our role as Victoria’s transport safety regulator.

David Joyner will act as the new Executive Director (ED) responsible for the division, with interim CEO Tracey Williams acting as ED until Joyner takes up the role in December.

What this means for industry and the community

Safe Transport Victoria remains an independent regulator and continues to regulate Victoria’s commercial passenger vehicle, bus and maritime sectors.

Our regulatory role and responsibilities remain unchanged, with the exception of some specific maritime permissions functions that have transferred to Ports Victoria (below).

Industry, stakeholders and the community can continue to engage with Safe Transport Victoria through our existing website, email addresses and contact channels.

Maritime permissions

From 1 October, Ports Victoria becomes responsible for administering:

  • Pilot Licences
  • Pilot Exemption Certificates
  • Local Knowledge Certificates
  • Pilotage Service Provider registrations.

Existing licences, certificates and registrations remain valid, and holders do not need to reapply as a result of the change.

Safe Transport Victoria continues to regulate maritime safety. Transferring these functions to Ports Victoria simplifies the process for industry by reducing duplication and providing a clearer point of contact for these licences, certificates and registrations.

Safe transport for all Victorians

Operating within DTP gives Safe Transport Victoria access to the support and resources of a larger department while we continue our work to improve transport safety across Victoria.
