Bus driver security cabin door and electromagnetic locking safety system
Background
Safe Transport Victoria (ST Vic) recently received a bus incident report, where a passenger was able to gain access to the driver cabin and physically assault the driver.
The electromagnetic locking safety system installed on the driver security cabin door was failing to hold at full capacity, causing the door to open easily with minimal force. This safety alert applies to all types of locking mechanisms used on driver security cabin doors. It is essential to ensure that all such systems are functioning effectively to maintain safety for all drivers.
Investigations revealed that the electromagnetic lock was misaligned, which prevented the driver security door from holding at full capacity.
Safety issues
An investigation into the incident identified the following critical issue with the bus door electromagnetic locking safety system:
- The magnetic door lock was misaligned with the door plate, resulting in the driver security door not holding at full capacity. To achieve maximum holding force, the lock must align with the door plate both vertically and horizontally.

To reduce the risk of the driver security cabin door failing to secure properly, it is recommended:
Before starting the service, drivers should:
- Ensure the driver’s security cabin door is secure and cannot be opened with minimal force.
- Report any defects with the security cabin door and/or electromagnetic locking safety system.

- Manufacturers of driver security cabin door and electromagnetic locking safety systems provide bus operators with manuals containing instructions for operating and maintaining the door safety system and guidelines for conducting functional inspections and tests.
Maintenance Programs – Operators
- Bus operators should establish a maintenance program that includes regular safety inspections of the driver security cabin door and electromagnetic locking safety system to ensure they operate correctly and comply with manufacturers’ specifications or, if none are provided, industry best practices. These programs should address door mechanisms and hardware, including the following checks:
- Check driver security door hinges for condition and alignment
- Check driver security door for alignment and secure closure
- Check driver security door glass for condition and secure fitting
- Check the driver security door magnetic lock for alignment and contact. Ensure all 3 magnetic strips are aligned when locked to achieve full holding force
- Check the driver security door magnetic lock release button for condition and operation
Legislative obligations
Under the Bus Safety Act 2009, bus operators have a duty to ensure the safety of the bus service as far as is reasonably practicable.
Bus safety workers also have responsibilities whereby they must take all reasonable measures to ensure the safety of people affected by their acts or omissions.
