Understanding Kayak and Canoe Exemptions
We’ve recently updated and clarified the rules for kayaks and canoes exempt from licensing and registration.
The new definitions set simple guidelines: kayaks and canoes must:
- Have a tapered design at both ends
- Have no fixed or removable transom, and
- Be powered by a small electric motor of no more than 40 lbs thrust (750 watts).
They must also stay under a speed of 5 knots.
These rules help ensure only traditional-style kayaks and canoes fall under the exemption of licensing and registration, keeping things fair and consistent for everyone on the water.
If your vessel does not meet the above criteria, you will have to follow the licensing and registration process.
The changes came after feedback from paddlers and retailers, highlighting confusion about which vessels count as kayaks or canoes. The goal is to make boating regulations simpler and safer, so everyone can enjoy Victoria’s waterways confidently and responsibly.
Don’t forget, even if your vessel is exempt, you still need to follow safety rules like carrying the right equipment for the water you’re on and always wearing a lifejacket when underway.
