When registering or operating a CPV, standard conditions under section 43 or 46 of the Commercial Passenger Vehicle Industry Act 2017 may be imposed. These apply to all registrations, with additional individual conditions possible.
Written notice will be given to vehicle owners about any conditions that apply to their registration. These conditions are part of the responsibilities of commercial passenger vehicle owners.
Maintaining your accreditation
Driver accreditation is continuous and doesn’t have an expiry date. It will only end if we cancel it or if the driver surrenders it.
To ensure your accreditation is not cancelled, you must:
1. Pay the annual fee.
You can do this via the user portal.
You will be invoiced for this annually, based on your accreditation anniversary.
The invoice for this fee will be sent 90 days before the due date, and payment instructions will be included.
Failure to pay the fee by the due date will result in the cancellation of your accreditation or vehicle’s registration.

2. Complete (and pass) the medical self-assessment
You must do this every three years (or annually if certain medical conditions are present). You can do this on the user portal.
It is important for the safety of passengers and other road users that accreditation holders maintain a certain level of health.
To maintain driver accreditation, all drivers must complete and pass a medical assessment every one to three years. Previously, this was completed by a general practitioner (GP) but is now a self-assessment using the national Assessing Fitness to Drive Guidelines.
You must complete the assessment every three years, even if you don’t have any medical issues. However, if there is a medical diagnosis that affects your driving ability, drivers may need to submit a specialist or treating professional report annually or more often. Having a medical condition doesn’t necessarily mean you can’t keep your accreditation.
While there isn’t a fee for completing the self-assessment, any associated medical costs must be covered by the applicant.
You will be notified when it is time to complete your self-assessment. If you want to keep your accreditation, you must complete the medical self-assessment form within 28 days of receiving notification. Failing to do so may lead to the cancellation of your accreditation. If you need more time, contact us.
A notification will be issued asking you to complete the medical self-assessment via the user portal.
Using your smart phone or internet browser, follow the steps below:
- Log into the user portal
- Select ‘medical assessment’
- Answer the questions provided below:
- do you currently have, or have a history of, epilepsy, blackouts, musculoskeletal conditions, dementia, neurological conditions, cognitive impairment, sleep disorders, hearing loss?
- do you have, or have a history of, a heart condition?
- do you currently have, or have a history of, a psychiatric condition?
- do you have diabetes?
- have you ever experienced a blackout?
- do you regularly take medication whose labelled instructions warn against driving and/or suggest caution when driving?
- do you regularly use drugs (such as stimulants or drugs of addiction) other than medications, which may affect your driving?
- will you be wearing glasses or contact lenses while driving?
- do you have an eye or vision condition that may affect your driving; for example, poor visual acuity, monocular vision, double vision, visual field defects, poor night vision?
- do you provide VicRoads with medical reports in relation to your driver licence?
- Click ‘submit’
Your responses will be assessed and, in most instances, you will be immediately notified of the outcome.
There is no requirement to see your doctor to complete this assessment.
If you wish to add a service type to your driver accreditation, or remove one, you don’t need to submit a new application or pay a fee.
Service types are:
- Unbooked (taxi)
- Booked only (hire car including rideshare)
- Bus

Suspended driver accreditation
If your driver’s accreditation shows as “suspended” in the ST Vic User Portal, it could be for a few reasons. Please check the following points below before contacting customer support.
Your driver’s licence may have expired. Please contact VicRoads to check if it needs renewing before reaching out to us.
Once your driver’s licence is current, please contact us at 1800 638 802 or email [email protected] to request a suspension review. If your suspension is lifted, you will be notified of any outstanding invoices or medical assessments on your ST Vic User Portal. Please address these promptly to avoid the cancellation of your driver accreditation.
If your driver’s licence is suspended or cancelled, Safe Transport Victoria must suspend your driver accreditation.
When your driver’s licence is current again you can request to have your driver accreditation reinstated. Our team will review your situation and either:
- Reinstate your driver accreditation, or
- Issue a notice of proposed disciplinary action.

To reinstate your Victorian driver accreditation after moving interstate, first reinstate your Victorian licence with VicRoads. Then, provide an interstate driver history extract showing any demerit points or infringements from your previous licence held in another state or territory (including New Zealand). This extract must be issued after surrendering your previous licence.

Please note: We only accept the documents listed below from each state, territory, or New Zealand. A ‘record of current licence demerit points’ without details on infringements and suspensions is not acceptable.

If your suspension is lifted, you will be notified of any outstanding invoices or medical assessments on your ST Vic User Portal. Please address these promptly to avoid the cancellation of your driver accreditation.
Safe Transport Victoria may take disciplinary action if:
- you do not comply with a condition of your driver accreditation
- you are charged with a criminal offence
- you would no longer satisfy a requirement for being accredited, including
- that you provide the services consistently with the Public Care Objective
- that you are technically competent and sufficiently fit and healthy to provide the services, and
- that you perform all the tasks and duties of an accredited driver in an appropriate way.
If Safe Transport Victoria proposes to take disciplinary action against you, we will send you a notice advising you why we are proposing to take disciplinary action and the disciplinary action that we are proposing to take. Once you receive a notice you will be given an opportunity to respond before any disciplinary action is taken.
The following disciplinary actions may be taken:
- cancel your driver accreditation
- if your accreditation is cancelled you may be disqualified from applying for accreditation for up to five years
- suspend your driver accreditation for a period of time or until an event occurs
- impose a condition on your driver accreditation
- require you to go to training
- reprimand you, and
- warn you that more serious action may be taken in the future.
Safe Transport Victoria must suspend your driver accreditation if you have been charged with a category 1 offence. ‘Category 1 offences’ include:
- serious violent and sexual offences
- sexual offences committed against a child or a person with a cognitive impairment
- serious motor vehicle offences
- child pornography offences, and
- terrorism offences.
If you are found guilty of a category 1 offence, Safe Transport Victoria must cancel your driver accreditation.
If you are found not guilty of a charge for a category 1 offence, then Safe Transport Victoria must re-instate your driver accreditation.
You can request a review if you disagree with our decision, or if we’ve imposed, revoked or added conditions, issued a written direction, or declared an item forfeited.
You cannot request another review if we’ve already conducted an internal review of the decision.
To be eligible to apply for an internal review, you must fall into one of these categories:
- You’re applying for driver accreditation or registration.
- You’re an accredited driver, a vehicle owner, or a registered BSP.
- You’re connected to any of the above in a relevant way.

- Submit the form within 20 business days of receiving the original decision.

After the internal review, we can:
- Confirm the original decision.
- Modify the original decision.
- Replace the original decision with a new one.
If you disagree with the decision, we’ll provide information about your further review options in the decision notice.
Annual inspections
All commercial passenger vehicles must undergo an annual inspection by a Licenced Vehicle Tester.
There are two ways this requirement can be met by vehicle owners:
- an annual roadworthy vehicle inspection based on requirements set out in the Transport Victoria document titled, Vehicle Standards Information VSI 26 – Roadworthiness Requirements , or
- an ST Vic approved vehicle inspection.
As evidence, vehicle owners are required to be able to produce either:
- a current (less than 12 months old), annual Certificate of Roadworthiness for the licensed vehicle, or
- current evidence that the vehicle has passed an inspection by an ST Vic approved provider.
