New security camera requirements for unbooked commercial passenger vehicles commenced on 1 July 2026.

The reforms improve passenger and driver safety by strengthening how approved in-vehicle security camera systems record, store and protect camera and audio data. They also support better investigation of complaints and incidents by making sure recordings are clearer, available for longer and only accessed for authorised purposes.

Designated Person & Authorised Purposes

The Minimum Standards provide that a Booking Service Provider (BSP) may nominate a Designated Person to access in-vehicle security camera and/or audio data for Authorised Purposes.

Obligations on a BSP:

  • Before a Designated Person performs the functions of a Designated Person, the BSP must ensure they are registered with Safe Transport Victoria.
  • A BSP must not allow a person other than a registered Designated Person to access a recording; and
  • A BSP must notify Safe Transport Victoria of a change in Designated Person within 20 business days of the person’s appointment or removal.

Before nominating a Designated Person, a BSP:

  • Should consider who it wants to nominate as a Designated Person to carry out the functions relating to security camera systems and audio recording devices, and
  • Must ensure that the Designated Person:
    • is trained in the use of the BSPs approved security camera system(s) and/or approved audio recording device(s), and any associated devices and software
    • is familiar with the BSPs obligations under the Minimum Standards and Technical Requirements
    • is familiar with any privacy laws which apply to the BSP
    • is familiar with the BSPs policies and procedures in respect of security camera systems, audio recording devices, and accessing recordings through initial and ongoing training as required
    • meets the same police and background checks as an accredited CPV driver.
